For two hundred and twenty years the Achaemenid Persians ruled the largest share of humanity any state has ever governed, and they did it without turning a single conquered people into Persians. No imposed language. No imperial religion. No citizenship to earn. Local laws were reissued under the king's seal, local gods received grants from the treasury, and the paperwork of the empire was written in a language that was nobody's mother tongue.
This book argues that the reason was not kindness. Changing what a person is costs more than taxing what a person has, and the Persians were the first administration to notice. Tolerance is the name we gave, twenty-five centuries later, to a decision about cost.
The argument is put on trial. Five tests are set out early and applied without mercy, and one of them the Persians fail outright. The prosecution gets a full chapter with the jokes switched off: Darius listing whose noses he cut off, whole cities deported, a king announcing that he had destroyed a sanctuary of the wrong gods.
Then the story keeps going, because the people did. A civilization that never made anyone else Persian also never let anyone make it anything else. It took the conquerors' religion and kept its own language, wrote a national epic in sixty thousand couplets to make sure nobody forgot, exported that language to Delhi and Bukhara without an army, and is still arguing about the same question today.
