In the 1990's I began hearing about the Oregon Public Employees Retirement System (PERS) in the news but I did not know anything about it other than it provided retirement benefits to public employees. In 2009, it was clear to me that PERS had a very unique, preferential status in Oregon. I decide to find out how that happened. There was no single source of information that would tell me what I wanted to know. To paraphrase Winston Churchill, I found the history of the PERS evolution to be a riddle, wrapped in a mystery, inside an enigma.
