General Sir Gerald Ellison, who fought in South Africa, and helped enact reform in the British Army after the Boer War. He served in WW1, and was the Quarter-Master General of the Gallipoli Front.

He ultimately blames "amateurs" for going around the chain of command and undermining the entire war effort.
