The son of American missionaries, young astronomer David Phillips--a professed agnostic--has become involved with a guerilla movement bent on overthrowing a sadistic and autocratic government. And, to his chagrin, his success as a tactical planner has spawned a legendary figure known as The One Who Sees. But he has two problems with this: agnostic or not, he has a conscience, and is troubled by his own involvement with killing; the government has enacted a sweeping program to identify, capture, torture and execute this One Who Sees character. Furthermore, the government has instituted a program of burning down randomly chosen peasant villages until either someone comes forward with the identity of The One Who Sees or The One Who Sees surrenders himself in order to end the program.
