The work contends that electoral ballot system is a type of democracy and not the democracy because the term democracy has two major active ingredients which are transparent accountability and genuine representation. Thus, wherever and whenever these two major ingredients occur in any process of governance, whether by selection, election or by appointment, democracy has taken place.
