I have copies of both the 2003 and 2004 NY Times Almanac.On the political map of the USA , the almanac determines state capitals by a red star encircled by a red circle. In the last two editions, at least, the notheast section of the US is in a lower rectangular box. BUT IN NEITHER IS PROVIDENCE,R.I. have a red star encircled by a red circle.Providence looks just like any other city and Rhode Island looks like a state without a capital.
