This study provides an in-depth analysis of transition programmes in Nigeria and Ghana. It draws attention to the often-expressed desire of the military to perpetuate themselves in power through inconclusive transition programmes. Power theory, used as the theoretical framework, not only guided the study but also facilitated the testing of the propositions. The findings show that transitions from military to civil rule are more likely to succeed when the architects of such transitions are sincerely committed to the process.
