Sweeney, used his congressional authority to shield the killer from prosecution, gathering intelligence about federal investigations and obstructing justice through legitimate political channels.

The murders ceased when Sweeney was institutionalized in 1938. A 40-year conspiracy of silence protected this truth until 1983, when dying investigator David Cowles revealed the secret.
