Monopoly Corporation - MONOP. A top secret, top level, corporation. They own and control the Multi-Agency, "Safe Houses" across the Nation.

MONOP has special permissions to use whatever means are available for them to Protect and Serve.

They have special training and skills to meet the objectives placed before them. Some of which are not sanctioned by Law.

When the F.B.I. can't get any kind of an emotional response from Sarah Munshaw, the only survivor of a vicious killer, she is sent to MONOP as a means to safe guard her, and also to bring her back enough to help them capture the killer.

F.B.I. Agent Keaton Stewart is the only person able to illicit any kind of an emotional connection with the vacant-eyed Sarah. He is assigned to MONOP to become her Handler.
