The UN has identified 49 nations as being 'least developed countries' (LDCs) in terms of low GDP per capita and a high degree of economic vulnerability. This report is based on a new set of poverty estimates which enable comparative analysis of the relationship between poverty, development and globalisation. The report finds that extreme poverty is pervasive in most LDCs and is highest in those LDCs dependent on primary commodity exports. Most LDCs are caught in an international poverty trap, and the cycle of economic stagnation and poverty is being reinforced by international trade and finance relationships. The report argues that current national and international poverty reduction strategies are not grasping the opportunities for sustained economic development, and an alternative approach is suggested. A supportive international environment is required which recognises the interdependence between the socio-economic marginalisation of the poorest countries and the increasing polarisation of the global economy. This should include the delivery of more effective aid and debt relief, as well as a review of international commodity policy.
