Sleeper's Haven is a rusted East Coast port city split in two: the gleaming corporate district known as the Haven and the crime-ridden underworld locals call the Hollow. Between them rides an old nightmare - the Horseman, a flaming, headless figure said to appear from the fog and take the heads of the guilty.

Ichabod Crane is an eccentric, socially awkward schoolteacher with old-fashioned manners, strange academic obsessions, and ambitions far beyond his crumbling apartment and unruly classroom. He tutors the children of Sleeper's Haven's wealthy elite, including rebellious Gretchen Van Tassel, younger sister of Kat Van Tassel - a glamorous local news anchor and daughter of powerful mayoral candidate Baltus Van Tassel.
Ichabod sees Kat as his way into a better life, but he has competition. Abe Van Brunt, a charismatic security executive with military polish and dangerous charm, is everything Ichabod is not: wealthy, confident, physical, and already accepted inside the Van Tassel circle. On the streets below, a ruthless biker gang called the Headless Hellions spreads fear in the Horseman's name under the command of a shadowy outlaw known as Brom Bones.
When a murdered whistleblower sends Ichabod encrypted files tied to Van Tassel Corp, Van Brunt Security, and the poisoned heart of the city, Ichabod is pulled into a conspiracy far bigger than his own selfish dreams.
At the Van Tassel-sponsored Harvest Fest, Baltus announces his campaign to unite the Haven and the Hollow under a revived civic myth: Sleepy Hollow. But beneath the string lights and campaign banners, Ichabod realizes he is being watched. A chase into the fog ends at Van Ripper Creek Bridge, where the Horseman rides again - and Ichabod Crane vanishes.
Presumed dead, Ichabod awakens in the care of Hans Van Ripper, a hardened farmer with secrets of his own and a long history of standing against the men who rule Sleeper's Haven. As police lieutenant Washington Irving and Detective Rip Van Winkle investigate Ichabod's disappearance, the city's media machine turns against him, painting him as a fraud, predator, and blackmailer.
With his old identity destroyed, Ichabod is forced to become something else.
As the Hollow erupts with gang violence, political sabotage, corporate cover-ups, and whispers of the Horseman's return, Ichabod discovers that legends are not merely stories. They are weapons. Some are used to frighten people into obedience. Others can be reclaimed.
To expose the truth and save the people he once overlooked, Ichabod must step out of the shadow of his own cowardice and into the mask of another local legend: the Strawman.
