Brother Peter, a quiet and poor civil servant comes into limelight when his secret friends back in the university ascend public office. As a Permanent Secretary he finds himself in the center of the unavoidable maladministration and corruption that he too must aid and also partake.

The recondite and incompetent Governor, High Chief Lawrence, surrounds himself with charlatans selected along corrupt, cultic and tribal lines to help in his tenure survival, while avoiding competent and experienced personnel and keeping his hand permanently in the public till.

In the end the spiral of suspense appears to relieve society of this curse when the wastrels turn against themselves in the contest for power and succession.

Here is a political satire that draws its material from the evidence of abysmal governance in Nigeria. In this instance, literature bears such eloquent testimony to the recurrent public leadership challenges facing Nigeria, casting the events of this novel in the mould of a real life account about most power centres around the country.
