The book draws together and synthesizes a range of studies carried out by the author and conducted contemporaneously with policy and practice developments since 1997. At the same time, it presents an independent and critical analysis of the ideas and propositions informing policy, drawn from the author's development of an explanatory theory that would account for empirical findings and governmental approaches.
