The story retraces the steps taken by the powers that be between 2042 and 2044 leading to the signing of the Great Merger Treaty between the U.S. and Canada. This bold solution is adopted for two parallel and inescapable reasons: one, plagued by water shortages and blackouts, the only option left for the U.S. is to turn to its northern neighbour for relief. Two, but at the time Canada is embroiled in internal crises of its own that threaten to break it into thirteen separate entities. Faced with such a meltdown, the only course of action left to reinstate full cooperation between the two countries, is to annex the provinces and territories and, in order to achieve this, the federal government must first merge with its US. counterpart. Fortunately, domestic rumblings aside, thanks to a well-devised strategy, the merger in question is carried out with the target's involvement even though one of the provinces will pursue its futile aspiration to gain independence. Writing this novel, the author had two challenges to face. The first was to stick to verisimilitude on a topic where viewpoints run the gamut from consensual take-over to military invasion. In order to achieve this, he relied on his knowledge of politics and political institutions. The second challenge was to keep the reader's reserve at bay on a subject that has recently taken center-stage and, to lighten the atmosphere, two chapters were devoted to skits describing the many upheavals suffered by the common people in each country. Overall, style and tone combine factuality and satire without losing sight of the graveness of the situation with one objective in sight: offering an original and stimulating contribution to political fiction.
