The chamber has barely opened when violence shatters its claim to normal government. A hidden warning file suggests someone inside Daniel's security apparatus anticipated the danger. Saving her could expose the privilege inside his emergency system. Honoring her refusal could cost the person whose judgment he still trusts most.
Daniel must decide whether danger justifies powers that work precisely because no ordinary law can stop them. The longer the emergency succeeds, the less likely it is to end.
