...There are four maor concerns that will be discussed here: 1. The decline of the citizen representative. 2. The inability of the legislature to fairly reapportion itself. 3. The "political arm race" for campaign funds. 4. The misuse of the initiative process. These are the primary issues to be addressed, and for which reforms will be suggested. Subsequent chapters will deal with some related causes and effects. Then I'll describe the corrective actions I think we must begin to take, where and when and how.
