With Moonbase now isolated, while the focus of its Dandelion component must now be concentrated on MXP - The Mars Exploration Project. The MXP would initially be a proving ground for the technologies to be deployed on the interstellar Probes, and development of the Probes to send the Seeds of Humanity further afield.
It was envisaged by Dandelion's founders that the support community should develop into a self-sustaining human colony. Once they got under way, its installations on Mars would become home to an expanded human population, as the Moonbase rules on contraception - essential to maintain a stable population - would be relaxed.
In a parallel development, the infrastructure services of Moonbase would be expanded, to permit home cooking and washing (with corresponding disposal services), so Volume III begins with a survey of the existing services and interface points for connection of the expanded networks, which brings a surprise.
