The Colombian government is currently providing thousands of free homes for victims of violence and people living in extreme poverty. To support this initiative, the Ministry of Culture, in partnership with two institutions - UARIV (Authority for the Respect of Victims and Reparation) and ANSPE (National Authority for the Eradication of Extreme Poverty) - has launched the large-scale socio-cultural project GEMEINDE-IST Art, Library and Culture. Between July and November 2014, I participated in the GEMEINDE-IST project as a coordinator in the Altos de Betania neighbourhood. In this district, I developed various cultural strategies together with four artists, a social worker and with the active participation of the community. The main objectives of the project were to strengthen the residents' sense of belonging to their neighbourhood and to improve coexistence among the new residents. In this publication, I document my involvement and my experiences with the GEMEINDE-IST project. Furthermore, I critically analyse its artistic potential and examine the limitations of such socio-cultural projects.
