South Lake Tahoe is a small town that stands over 6000ft above sea level between the Nevada and Californian border in the United States. Surrounded by mountains, the picturesque land Scape attracts thousands of tourists both in winter and summer. With a population of around 20,000 people, everyone knows each other and back in 1991, most would have agreed it was a safe, quiet neighborhood. Southlake Tahoe, being a safe and quiet neighborhood was the reason that Terry and Carl Proban decided to move there from Orange County in California. They had a vacation there one year earlier and loved the place so much they chose it as their new home. They moved there with their daughter Shayna and Terry's daughter from a previous relationship, JC Lee Dugart. Shayna was just one year old and JC was eleven. On Monday, the 10 June 1991, JC was looking forward to her last week of school. It included a trip to a water park. That morning she left home about 08:00 A.m.. She crossed to the other side of the street and started walking up the hill to the bus stop. As JC was walking, a car drove slowly by her and came to a stop. The window from the driver's side rolled down and she saw a man. He started asking her for directions, but only seconds after he had started talking, he took out a stun gun and hit her with it. JC. Fell to the ground. And tried moving away from the car, but Shanley managed to crawl slowly. She wasn't able to get very far. The man got out of the car, picked her up, and shoved her into the backseat, placing her down onto the floor.
