On her final mission with the Drug Enforcement Administration Sloane stole millions in cryptocurrency from a Mexican Cartel. She uses it to live in her underwater home and stop illegal fishing around the Hawaiian islands.
Shortly after, her former boss appears to tell her the cartels are hunting her. Jake always had a strong attraction to her and quit the DEA to help her survive.
They have to return to Mexico to kill the cartel leader. When the DEA finds out, they force them into unsanctioned drug missions as civilians. While executing secret operations they discover the Chinese triads are working with the cartels to catch the last fish stocks in the Gulf of Mexico.
Jake and Sloane have one chance to survive and stop the extinction event. They have to start a war between the cartels and the triads. If they fail, they die.
