Parkerville is preparing to observe their Centennial, and Leo Schenck has been appointed to the Planning Committee for the big celebration. His only real goal for the ceremonies is that the community honor the late Captain Howard Hinson, their only Medal of Honor winner. However, two local men who served under the Captain in Vietnam step forward with charges that he engaged in black market activities during that conflict. The Mayor appoints Leo to investigate the charges, the only purpose of which appears to be to smear the Captain's good name.
