This liturgy was constructed with several goals in mind: 1. To be used where there is no deacon and no choir. 2. To increase the active worship of the congregation. 3. To minimize repetition. 4. To simplify the movement, so that liturgy is easier to accomplish in smaller spaces. It was not the goal of the editor to shorten the liturgy, though the removal of some of the repetitive intercessions does make it somewhat shorter. Many of the parts normally said or chanted by the deacon have been assigned to the people. This should help to change from spectator (the faithful merely watch the liturgy) to a situation where everyone is actively participating in worship.
