Someone is burning the county's future, one field and one record at a time.
The epidemic has receded, but Woodford County is no closer to peace. Seed barns ignite across the winter countryside. Land records disappear. Hay, tools, and preserved food vanish into smoke while growers, refugees, laborers, and town residents arm themselves against one another.
Daniel Mercer is given the investigation because he can reconcile the county's ration, labor, health, and property records.
