A major new highway is supposed to connect a massive new housing development to the bright lights of Sin City. There is just one problem: the tarmac inexplicably refuses to set. It is the blistering Nevada heat? Is it simply a bad batch of tarmac?
Enter a battle-weary, forty-year-old road construction troubleshooter sent into the dust to fix what seems to be a routine delay. What he does not know is that this specific problem can never be solved by engineering.
