The Triumvirate is a land dominated by Glyphs, magical symbols that can twist reality, people, even minds. Production of these Glyphs is jealously controlled by a totalitarian theocracy and their military police, the Tribunate. Thrinn arrives at the capital to learn how to Shape-construct powerful physical Glyphs. Harsen, a professor content to waste away his life with tenure, is sucked into a plot by a terrorist organisation to disrupt the government's control over Glyph manufacture. Krea, the chief of the Tribunate, enlists Harsen's help in tracking down a rogue Enscriber, unaware that Krea is in fact searching for Harsen himself. Events spiral out of control when Thrinn discovers a new supremely powerful Glyph-and pays a terrible price. Thrinn, Krea and Harsen have to work together to prevent the terrorists destroying the government and unleashing anarchy over the land.
