Working as a homicide inspector in San Francisco, Jake is thrown into the middle of a series of murders, a serial killer is slowly and quietly killing victims in the San Francisco Bay area. The first few appearing more as heart attacks than murder.

Slowly, they track down different suspects. A police officer that shows up at the first few crime scenes, sure they are murders before the medical examiner even finishes examining the bodies. A nurse that has easy access to weapons and poisons used in the killings. A female executive that directly benefits from the first murder and had issues in the past with several victims.

With each crime, the murders get stranger. Poisons, spears of ice, piranha, and more. Unlike most serial killers, the killer changes methods from murder to murder as they search for some common thread.

All the time, someone in the police force appears to undermine them as a group of terrorists linger in the background, working with the mafia as their destructive plot takes shape.
