Twin silver doves are stolen from an archaeology dig near the Spanish city of C diz, an ancient site said to be the mythical City of Silver.

Lucy Racine's fianc meets secretly with a woman, who turns out to be his sister. She has fallen for a scoundrel and helped to steal the silver doves. When the scoundrel is murdered, Lucy learns that he was a CIA agent on the trail of a neo-Nazi cult operating in the C diz area.
