Dr. Badru M. Kiggundu is a Ugandan civil engineer, academic, and consultant. He received his BS and PhD from the University of New Mexico and completed his master's degree at Carnegie Melon on a Fulbright Scholarship. He worked in the United States as a engineering research manager until his return to Uganda in 1988. From 1989, Dr. Kiggundu worked part time as a Senior Lecturer Department of Civil Engineering, Makerere University; Head Department of Civil Engineering (1993-1999), and then Dean then Faculty of Technology (1999-2002) Makerere University. He served as the chairman of the Electrol Commission of Uganda, for 14 consecutive years from 2002 until 2016. Dr. Kiggundu has doubled as Senior Presidential Advisor on Infrastructure and Public Works since December 2016 and served as Chairman of Works and Construction Committee, Uganda Muslim Supreme Council since 2001.
