Voss believes Vegas has been playing with a stacked deck for decades. Old magical families, casino powers, vampire organizations, and the Circle have accumulated advantages no newcomer could ever hope to match. His solution is brutally simple: shut it all down long enough to destroy the old magical infrastructure and force everyone to start over.
And his final test isn't a test at all.
With the Strip and Downtown in his sights, Kayla and Chen have to unravel a scheme built by specialists who don't know one another, connected only through burner phones and a man determined to reset the game.
