The term "social" is very broad and evolves over time, which has led to differences in the ways the state has intervened throughout history, and thus to changes in its role in economic and social life. Admittedly, both classical and recent theories-which emerge and sometimes disappear like more or less significant fleeting phenomena-provide new justifications for the state's functions; however, although important, their implementation often leads either to their inherent limitations or to the inability of policymakers to apply them exclusively under the economic circumstances that correspond to the assumptions of these theories. At the European Union level, another challenge on the horizon is to build a social Europe (or to consciously abandon that goal).
