How well do you know your neighbor? is the theme here. A Russian cell, the "sleeping dogs" seeded many years ago in a small New England town and has suddenly become activated. All the Americans know about them are their names and that Sam Hanlon has been watching them for 20 years. He can find no change in their behavior, no sign that they are up to anything but then 3 of the 4 die in apparent accidents. The 4th runs for his life. Hanlon is torn between his loyalty to this friend and to his employers at Langley, Virginia, who are convinced the man is a danger. Then Hanlon himself is on the run with his friend from the agent Leitch who kills before asking questions.
