Spencer dreams of leaving the shrinking metropolis of New Phoenix where water shortages and technological failures have made life difficult for the remaining residents. After experiencing several life tragedies and receiving a summons from the Arizona militia to fight in the Colorado Water Wars, a despondent Spencer embarks on a perilous journey to end his life in the last remaining American wilderness of Montanaho's Western Frontier. Near death, he is saved by The Community, a group of pacifists squatting on public land. In Washington D.C., President Borbon and his Baseball Party face rising unemployment and falling hourly poll numbers. To distract Americans from the country's economic woes and as a pretext to invade the Western Frontier, the administration fabricates a crisis involving vigilantes who want to blow up a strategic mine. The impending conflict draws The Community closer to a violent confrontation forcing them to flee, or fight for their freedom.
