Charles Werner Kennedy O'Brien is a Private Investigator. He prefers to be called a Private Eye. He thinks that makes him sound more cool. He travels the Globe looking for the bad guys and bad girls. He tracks them down, locates them, arrests them (Through Citizen's Arrest), and delivers them to a dark, desolate, and forbidding prison in South America, Europe, or the Supermax Prison outside Denver, Colorado, in the United States.

His partner and lead investigator is Todd Spitzer. He was formerly the Orange County District Attorney. However, he retired and now works with his long-time fishing buddy, Charlie O'Brien.
