An angel who will appear throughout each page, tells the story about a pack of street dogs who are befriend by the kindness of an immigrant man. He particularly sympathizes with the small dog in the pack who only gets the scraps the larger dogs leave behind and names the dog, "Scrapper."
It is a long and cold winter, and Scrapper witnesses other dogs well cared for by their masters as well in dogs in a Pet store window being given a family. Athough he is tired, cold, and hungry, his greatest longing is to be loved and given a home. On December 24th not finding shelter, he discovers a Christmas manger and decides to sleep in there next to the Christ child. The next day as he searches for food, he finds a puppy by a garbage bin and takes him to the immigrant man. The man is surprised and moved by Scrapper's kindness and invites him and the puppy to live with him. Overjoyed, Scrapper finds a home on Christmas Day
