Scientific production and innovation in public management

By identifying the innovations introduced in the management of the National Health Surveillance System (SNVS) over the last decade, this study analyzes its strategies and guidelines, relating them to the government's political agenda and its constitutional mission. To this end, the analysis model and variables proposed by Souza and Contandriopoulos (2004) were applied to evaluate the use of scientific knowledge in the decision-making process (accessibility, availability, validity, characteristics of the scientific context). It thus seeks to understand the political and scientific context that shapes the environment in which scientific knowledge is prioritized in the management of the SNVS, observing the following aspects: political decisions and scientific knowledge; characteristics of policy makers and their institutions; characteristics of researchers; characteristics of scientific institutions; discourses of policy makers and researchers. The objective is to analyze the focus given to scientific knowledge in the management of the SNVS, identifying its main strategies, scientific production, and network of actors, and reflecting on the tensions induced by the political agenda that drives incorporation.
