The story takes place on the Caribbean island Saint Martin when a good man Cedric, an experienced diver, finds a modern-day slave ship with 16 young girls chained together in a cabin of a yacht at the bottom of the ocean. His wife Marie and his friends decide something must be done. They create a slave graveyard and safe area called Sanctuary that becomes home to the girls and boys rescued from the slave traders. The story is of the hunt to find and deal with the modern-day slave traders that disgrace the Caribbean. Help is received by the most unlikely person, a Ms. Dominique Bute, who runs the El Capitan brothel. Being of slave dissent himself, something ancient is awoken inside Cedric that demands and craves justice - or at least revenge - for the young innocents who became his daughters the day he found them at the bottom of the sea. In the process they save many young innocence will become their children. Sanctuary becomes of movement that brings together the island and its people for a cause.
