In three separate letters Paul directs his readers to the importance of faith in the Old Testament, quoting the same words over again directly from Habakkuk. To help direct the thoughts presented, Paul wants to show and then emphasize the continuity between covenants, "the righteous live by faith". Recall in the well referenced, using modern Christian vernacular, the "Hall of Faith" found in Hebrews chapter 11, where Paul spends much effort documenting those of old who did in fact exercise their faith over and over again. Showing how the righteous of old lived by faith, Abel receives the first mentioning by Paul and he continues to name nine other saints and then many others without names. Hebrews 11:4 "By faith Abel offered to God a more acceptable sacrifice than Cain, through which he was commended as righteous, God commending him by accepting his gifts. And through his faith, though he died, he still speaks." As the introduction to Abel and the other examples of whose shoulders we are standing upon Paul reminds the reader at the end of chapter ten in Hebrews to the centrality faith poses to any believer. Regardless of which covenant an individual was born, faith in God is pivotal.
