For us, rotating power management is an attempt to find a solution to internal conflicts. From the foregoing, it should be said that in Congo-Kinshasa, which we describe as an ethnic scandal, all ethnic groups should or must be taken into account when sharing responsibilities in the country. More than one Congolese ethnic group is motivated by this concern. The most striking example is the declaration made by the pygmies on 9 March 2000 on Congolese national television, calling for this community to be represented in the central government and in other positions of responsibility in the country. However, because this operation would prove difficult at State level, it would be prudent to recognise the provinces and arrange them in alphabetical order as described above, so that each province elects a candidate for President of the Republic, and all eleven candidates succeed one another in the post of President for a non-renewable four-year term. Let the provinces organise themselves internally, each according to the number of its ethnic groups, to better manage positions of responsibility, in accordance with the state constitution.
