The key was to remove Cleopatra and Mark Antony and take over Egypt as their personal property using that wealth to make themselves independant of Rome's Politicians. Octavian, as he was called earlier, used King Herod as his ally in that plan allowing him to share some of the treasure from Egypt and was the source of the wealth that allowed him to become Israel's greatest builder. As for Cleopatra, her story was quite different from the rubbish written about her and for that we have to thank Egypt's Arabic rulers for their research for what survived from Rome was 100% derogatory propaganda wriiten by over 40 tract writers under Octavians direction.
