This book constitutes the proceedings of the 28th RoboCup International Symposium, RoboCup 2025, which was held in Salvador, Brazil, during July 17-21, 2025.

The 31 full papers included in these proceedings were carefully reviewed and selected from 70 submissions; the volume also includes 10 RoboCup Champions Papers. This year placed renewed emphasis on the long standing mission
