This study addresses major issues of return migration. The main emphasis, however, is on the problematic return of irregular migrants, rejected asylum-seekers and refugees, including in particular temporary refugees. It provides an historical retrospect of voluntary return migration. The study offers an analytical overview of current policy framework and operational programmes related to return migration. It examines some of the major policy issues and operational challenges facing countries in Central and Eastern Europe as they deal with the return of irregular migrants.It is concluded that return migration should be viewed as a process that includes pre-return preparation and post-return reintegration. The study states that countries should take full advantage of the services of intergovernmental organizations to promote voluntary return.
