The author of the book is one of the enlightened votaries of Tajikistan, Yakub Islamov, who devoted 28 years of his life (1964-1992) to diplomatic service. His honest self-sacrificing labor over the course of decades and illustrious service as a rank-and-file officer granted him the highest rank in diplomacy, that of Extraordinary and Plenipotentiary Envoy; the same rank as that of a Colonel-General in the military.
