Princess Samerci Tido finally corners her parents and infant sister. She has been hunting them in order to boost her own powers, which are shared within bloodlines. In a great war that took place centuries ago, the world became almost completely covered by the ocean. Callers dominate this world with their control over water, fire, wind or lightning. These extraordinary beings can glide on the surface of the sea, and conjure different weapons depending on their elemental connection. Coal and Willa's powers awaken through battle, and they attempt to master their new strengths. However, Coal is very hesitant about training, knowing Samerci and her forces are on their tail. He is edgy, ready to flee at the first sign of trouble, while Willa craves a real life. A tense and tenuous romance grows, amidst battles and life on the run. Twists of fate and betrayals play out, leading the two on a collision course with the Queen of the Nine Cities.
