Agent Ben Douglas, his Partner Jeff Bauer and their colleagues are charged with solving the case. Complicating things the victim has an uncle who is a congressman on the powerful House Appropriations committee who is close to the legendary FBI director J. Edgar Hoover. Another uncle is Pennsylvania Attorney General. Investigation focuses on a commune of college students headed by a radical young professor and a violent ex-con on parole and supposedly a student. The kidnappers lead the agents on false ransom drops, sending out communications describing themselves as a new revolutionary front. The group is finally cornered on a farm in rural Lancaster county A stand-off and a demand from the kidnappers they be furnished a plane to fly to Cuba with the hostage leads to a violent confrontation.
