This book is one of the very few scholarly works available to researchers on the topic of quantifying the work of police investigators. There are far more sources for police work in general than there are for specialists who perform investigations. This book has an excellent chapter on the work of detectives. Like it or not, Total Quality Management is in the future of policing. It is the basis for NYPD's Compstat program and many departments have adopted TQM in other manifestations, such as Six Sigma and ISO-9001. Qulaity control management is great if one knows the right attributes to control and with detective work, the variables are quite nebulous. There is some excellent foundation work in this book, but much more needs to be done. I recommend this book for any student of quantitative research, police management, or public administration. Needless to say, researchers in this field must have this one on their shelves. Your literature review is not complete without it.
