This study came at crucial time when much attention is being devoted to Africa and when African countries are being urged to find their own solutions to their problems. Rwandan government responded to the health problems (inadequacy and unaffordability) by introducing a new policy of Community Health Insurance called "Mutuelle de sante" in 1996, the problems were not entirely resolved. Study was to investigate the prevalence, mechanisms, nature and management of health services and to explore how such interventions impact on the country's socio economic development as well as to explore the role of governance in influencing public policy for better socio-economic development. The findings showed that people participate in the policy formulation and its implementation through grassroots, always granted their right to participate in selections of vulnerable community members. A great number of people had easy access to health services while there was an increase of health infrastructure constructed despite the Policy challenges such as inadequate participation of citizen's and suggestion was made to various parters including Goverment.
