Public Administration Reform in Kosovo

All former socialist/communist countries, including those in a post-conflict situation as Kosovo is, have undertaken reform of their national governance system. These countries, as an alternative to traditionally hierarchical, authoritarian and rigid model of public administration have chosen a new model that is based on continues dialogue and partnership with various social actors working jointly for public good. This process itself has incorporated the re-definition of the role of the state in public management, as well as closer relationship with the private sector and civil society in service delivery. Generally, this book is expected to contribute to a better understanding of function of a modern and market driving institution, that will not be anymore the only choice for the training of civil servants, but also the best choice for the continues professional development of civil servants, but not limited to them. Also, alternative solutions offered by this book will contribute to increase motivation, attract "an elite" end ensure long-term commitment of individuals to work in the public sector."
