Every day the media floods the news with information about criminal violence, traffic violence, environmental disasters, wars and terrorism, bringing a large number of tragedies into our homes, adding to the insecurity, violence and difficulties experienced daily by significant sections of the population. The government, be it federal, state or municipal, doesn't seem to have a satisfactory response to society, which more than ever feels afraid and relies on alternative means to feel safe, such as private security, electronic monitoring systems, changes in habits, voluntary restrictions on movement, the placement of gates, railings and other elements that bring some sense of security. The aim of this paper is therefore to analyse the dynamics of violence from the perspective of the Risk Society theory and the Federal Government's proposal - the National Public Safety Programme - to combat this phenomenon.
