The question is, why didn't this book exist before now? It should have been a basic step for progressives to compile domestic policy ideas into one easy-to-read book. But the truth is, nothing like this "Progressive Agenda" exists elsewhere. While the book is primarily written for progressive state legislators and state lobbyists, almost all of it equally applies to local government, and much could be used at the federal level as well. I'd also recommend it to students who have to research and write papers on public policy. The footnotes alone are worth the purchase price.
