When it says Star Fleet, it means that it's based on Classic Star Trek, not the more recent series. The universe of Prime Directive goes beyond what's seen in Star Trek and uses none of the Star Trek characters, but is nicely true to the show.As for the game play, it's generally good, but a bit too complex. Character generation is complicated enough that it can cause problems in getting a campaign off the ground, and some of the rules are too technical, with endless damage charts and success level effects measured, it seemed, in centimeters. That said, the basic system can be quite enjoyable, especially if the participants are willing to play it loose with the rules. I've had a lot of fun playing with my own abridgement of these rules.
